Hi,
As far as I have worked, we can not configure GPS to change time. What we can do is, fetch time from GPS and convert it into local time zone by means of programming. But you have to do this everytime you fetch time from GPS.

You have two options.
1. RELAY
Connect controller data bus on common point of relay output and pins of ur modules on NO and NC point. By switching relay, you can select device to communicate with from controller driven relay.
2. MUX/DEMUX
When you have to use more than 2 devices on UART, you can use MUX and by selecting pins of MUX, you can use those on single UART.

For this project, I would also suggest to gor for ARM9 or ARM11. Well the reason for this is, more I/O Pins and communication PORTS.
The best way to deal with this much complex circuit is to boot LINUX on ARM9 board and use drivers available and develop the entire sytem within few days (if you are good at LINUX).

Simple way to detect rain…
Design a circuit to bias transisitor as a switch. Once its done, cut the wire giving signal to base of transistir and keep two open ends very close to each other and put at the desired location (Please mount sensor properly). When there will be rain, it will come in contact with the broken wire and will provide a conductive path as rain water is a conductive material of water.
In this way you can easily sense the rain.

Using microcontroller gives flaxibility to decide direction in critical situation such as cross overs, Y shaper turn etc..

Pull up resistor will have 9 pins. You can see a white dot on one end. Connect that with Vcc and rest 8 pins are connected with the pins controller pins.
With P0, I am using 10k pull up and have not faced any issue in approx 30 projects done on 8051.

LCD is slow compared to micro-controllers. When controllers sends one data/command, LCD needs few micro-seconds to execute that. If controller sends another data/command before LCD has executed earlier one, there will be malfunctioning of the software. To avoid this situation, busy flag has been provided. While executing command or data, LCD sets D7 as high indicating that LCD is busy and can not accept another data/command. Once the execution has been completed, it sets D7 at logic0 and comes in ready state.
So before sending any data/command, we have to check D7 by making RW pin at logic 1. But instead of that we can do one thing. We can provide few micro-second delay required to execute that immediately after sending any data/command. So we can make RW as ground and save microcontroller pin.

I have implemented the same system with ARM9.
I had cross-compiled mjpg streamer algorithm from UBUNTU to ARM-LINUX GCC. After that I interfaced USB CAM and streamed the images to HTML PAGE by means of WI-FI. I had also put 6 buttons on HTML for following purposes. UP, DOWN, LEFT, RIGHT, SHOOT ON and SHOOT OFF.
