Is the current is not enouth to rotate the rotor ?

Why you suggest me not to use 8051 or PIC for this project ? And my project is on 1 camera but if I want to use 2 cameras then 2 camera I have use 2 rashberry Pi ?
Camera zooming should be controlled by computer(may be online or offline). And for zooming there is 4 lense which have to controlled by using stepper motor.
Can you give me few Ideas to how to start this project ? And the most important part if my project is “cost efficiency”,So that it can be implimented easily. Can you suggest me more ideas, your ideas are very helpful to me.
Can you tell Why it is best to use Rashberry Pi then arduino & other microcontroller ?

First of all thank you for your reply. I have to make an automated vigilance camera with the help of which we can see through laptop or mobile with the use of internet. Can you kindly give some tips regarding this as you have said and I m thinking to use microcontroller 8051 (89c51 or 89c52).
