surveillance system Using Re-Used phone Camera

I am trying to address a major problem in my country we have a so many dead phone and we normaly throw them i want to be able to reuse the camera.

 

i am lookiing for a workerble ciicuitry that can help me achieve this.

Is this Posible ?
