Evading One time programming in PIC

If I attach a memory card to PIC and program it to follow all the instructions listed in Memory Card, can we evade PIC being one time programmable?

PIC already comes in OTP and flash versions, you dont need to and you cannot hack an OTP PIC for multiple purposes.
