    According to me the best simplest and cheapest way to design the remote control celling fan will required you to have few things:-

    (i)RF transmitter and receiver module

    (ii)HT-12D and HT-12 E I.C

    (iii)Relay

    You can have a remote which will be having a RF transmitter, you can pick the possible available RF module near by you, i preffer to use 434Mhz RF transmitter and at receiving side you need to have a RF receiver of same frequency and a relay connected to output data bits of decoder HT-12 D. And relay output is connected to ceiling fan.just try it it will work :-)

    if you want to make simple ON/OFF kind of remote control then you can use IR led  and IR sensor TSOP. 

    make IR transmitter circuit using IC555 with one switch

    make IR receiver circuit using TSOP and toggle flip flop. 

    connect output of toggle flip flop with relay. 

    now every time when you press switch – flip flop toggles and relay is ON or OFF 

    simple…………….

    I think IR would not be the best option as it works in line of sight…. but it is nice option thankyou for the post…

    remotes for any home applience is always IR based. just look at the home appliences with remote that you have

    TV, AC, set top box, music system, DVD player etc all   

    RF remotes are used mostly in RC toys like RC helicopter, RC plane, RC motor boat RC racing car etc. they are having  FM remotes

     

    in industries RF remote are used with ASK / FSK modulation schemes.
