This can happen beacuse of various reasons; some of them are:
1. Resistor values used might be slightly different
2. LEDs itself can be of different ratings (manufacturing defect)
3. If you are using a microcontroller, then its I/O pins might be delivering different amount of current
and many such similar reasons could be behind this problem
