you can try with MAX1472. it is crystal referenced PLL. it can able to transmit OOK/ASK signal data in 300 MHz to 450 MHz (VHF/UHF) range.
if you don't want to use this IC then you can choose, 3 to 5 MHz crystal based collpits oscillator to generator signal and apply that signal as input to any ASK transmitters.
