Yes, The ATmega 16 & ATmega 8 PORTD pins are bidirectional pins.
Can u explain ur problem briefly?
1. Which programmer are u using?
2. Are u using any peripherals like TWI…
DB-25 male connector has pins.(i.e., have 25 pins)
DB-25 female connector has holes.(have 25 holes)
These two male and female connectors are required for parallel port interfacing.
If ur cpu has DB-25 connector female connector, you have to connect DB-25 male connector for parallel port interfacing.
In the below first one is DB-25 female.

For example
