Don’t think this microcontroller has charge pump connected to I/O ports, however they are used for flash memory write/erase.
It is clearly written in the datasheet under “30.4 DC Characteristics: PIC16(L)F1784/6/7-I/E”
that the Maximum Output low voltage will be 0.6V and Minimum Output high voltage will be VDD – 0.7V.

In previous posts I mentioned to connect a resistor 1K from emitter of transistor to VCC, it is not connected in the image. The positive pin of the capacitor should be connected to pin6 of 555 and the negative pin should be connected to the ground.
