visitor counter without led display in any atmega series

how to count visitor and it does not has led display panels. It only has 4 led lights. You have to answer as if first led glows then 2^0 or 1 visitor, if 2nd ld hten 2 members and for 3 members 1st led+2nd led and likewise.
