I wish to sense a digit after a decimal point on a TV screen. If That digit is 0, I must get a potential free contact ON else for any other digit it should be OFF. Can I get a sonsor of this type?

There is no such sensor. For this, you can use computer vision/openCV processing using python you can detect the digits in the screen. You can find many resources on google to work on your idea.
