I want to compare two voltage waves of 230V AC each

If the phase difference is less then 90 degres then i want to output a signal.

Please help me as i ant to practically implement it using basic cheap electronics

you have to built ZCD first.

this circuit will give you one negative pulse when AC wave crosses zero mark. so you need two such circuits for two AC wave input

then output of both ZCD you give to micro controller and just compare the time delay between two negative pulses
