PIC12f629 Reset problem

I’m using PIC12F629 for On/Off function for my project. But I power  up the uC its not reset.  And it is not  properly working for my code. 
  
Here I post my  requirement. 
Requirement: 
1. If press a switch  Led should turn on. 
2. And again I press switch hold 3 sec Led should turn off.
