Need help with a pic programmer

Hello friends, 

I have been working on a pic programmer that programs 16f84a only with RS232 serial cable and few resistors , i got the schematics and instructions from here :

I still cant get it working, i've rechecked connections several times, I feel like the schematics has something wrong in it, is the zener connection right there ?

i'd appreciate if someone help me ,
