    I want to trun on led when ir sensor sense obstacle distance between ir transmitter and ir reciver is 30 centimeter or max,

    You can use TSSop 1738 & connect LED to its out pin… this pin goes low when ir signal at 38khz is received.

    for this you need to transmit ir signal at 38khz . you can do this using 555 timer..

    i suggest in this case u use laser light  and LDR
