i just want to know why in vehicle tracking this condition is used

do any on know why in vehilce tracking the below code is used as to determined as latitude and lontitude

  {

    for(i=18;i<27;i++)          //extract latitude from string

    {

      latitude[j]=str;

    }

   

    for(i=30;i<40;i++)          //extract longitude from string

can any one explain me the above code how it is extracting the lag and long

GPS receiver sends full string of lat-logn time date etc many other info. form that string we have to extract lat-logn
