Hardware inaudible sound code emitter

Hi guys,

 

I need to make a hardware device which can emit a <start signal><predefined code (configurable)><end signal> as an in-audible sound signal. I will then make an Android mobile application which will detect this sound through its microphone. How to go about making this device at low cost?
