What will be the microcontroller circuit i.e . crystal connection or it does not required,
only columns are driven by transistor, why rows are not driven by transistor.
What type of LED DOT matrix, Column Common Cathod and Rows Common anode type or Column common anode and rows common anode type

any micro controller can not work without crystal circuit. so crystal circuit is must. in dot matrix LED there is nothing like common cathod, common anode. all the anodes are rows and all cathodes are columns. or reverse it may be. any one or both can be driven by transistors.
