The voltage at any output pin is very low.In a simple LED lighting circuit ,the LED lights dimly without any current limiting resistor.Plz help….

The above behaviour happens when there is no proper Vcc voltage at the controller, for ATMEGA 16 the acceptable Vcc voltage is 4.5V to 5V, kindly check your source voltage given to the controller(Vcc pin voltage) & let me know.
There should be something wrong with your power supply, may be it is giving low voltage than required or unregulated voltage.
