Hi Haresh
According to me detecting whether a 11KV overheadline is on or off visually is not possible, but yes I have noticed that as you go near to such cables you tend to hear a buzzing sound, which clearly shows that they are on. Also be carefull while you do so; one should always remain at a certain safe distance with such high voltage cables.
