Use a Potentiometer to create a Voltage divider. Connect the first fixed terminal to your 5 Volts, the other fixed terminal to Gnd and connect the movable or variable terminal to the Output ( This is usually the Middle pin ). Vary the resistance and adjust it to get the desired output.
A 10K Pot would serve the Purpose. Google it for more information.
