This mostly happens when while creating the gerber file we forget to check bottom silkscreen option. While creating a gerber file in eagle we have to select the layers to export; among all these there is an option of bottom silkscreen layer as well. We have to tick mark it inorder to export it into the gerber file. Ask your client to do the same.
