Like A.M.Bhutt suggest, use a 78xx regulator IC, and connect very low valued capacitors like 0.1mfd parallel with the filter capacitors in the regulator circuit to avoid voltage spikes. However there is no need at all to worry about the voltage spikes affecting a 555 IC.
