Microcontrollers are built for general purpose applications. You can only use the available features according to your applications. But in case of a PSoC you can optimize or reconfigure the hardware according to your the applications.
In your tsl235 there is a light to frequency converter which is a PSoC optimized for that particular application only. Hence it can give a better performance.
