I guess a water sensor can do. To increase the sensitivity of the water sensor it depends on what kind of sensing method are you using in it. Please post the details of the water sensor which you are using.
I wonder what is the purpose of sensing the rain !! Or are you planning to ‘measure’ the rain fall ?
