The pic that you have given cannot be viewed entirely. So i want to know if your development board has slot for placing microcontroller or not. If it does then whenever you are testing your program the program will get burnt into it and you dont need to burn it separately. personally i prefer ISP programmer and AVR dude for burning the controller and for programing i use AVR studio. You can use any of the two programming platform i.e AVR Studio or Code vision . And its quite easy using ISP and AVR dude as only thing you need to is transfer the hex code.
