first you have to check whether you are getting pulse output from IR receiver (photo diode)
you can easily do it by placing voltmeter (multimeter) across it. just check if it gives pulse.
next check whether IR LED emits IR light
you can check this using digital camera – mobile camera
if it does not then there is problem in IR LED or photo diode.
