first u need is cross compiler tool like
1) KEIL
2) MAPLAB
3) MICKRO C for 8051/PIC
4) AVR studio
etc
this will compile ur C program file and generate HEX-binary file
this file u need to load into micro controller internal ROM
for that u need HW and SW.
u can buy EPROM programmer or micro controller programmer
