encoders-decoders are required for wireless protocol. they make a packet of user data in wireless protocol format and transmit through RF Tx module that is actually only a carrier signal
u can develop ur own wireless protocol through programming for ATmega8. in that case u dont need encoder and decoder chips on either side.
if u r not able to make protocol then u need endoder-decoder chips like HT12E and HT12D
